So while X and Zero were having their discussion, in the background Dr. Light had apparently figured out what a polaron resequencer was and started work on the Mega Man of the past. And now, since the focus has shifted back to these two, X and Zero are placed in the background. The idea here is that what you're seeing in the comic is what Dr. Light and Mega Man see while they have their protective sunglasses on, whereas the last panel shows how bright it actually is. By the way, that polaron resequencer was made by taking parts of Dr. Light's lab computer and attaching one of those gun turrets from Junk Man's level in Megaman 7. And I don't think I have to tell you where I got those sunglasses...
