Consulting with the head of Joseph McCarthy is a call-back to consulting with the head of Joseph Stalin. Though, if I were to do this comic today, I'd probably go with the head of Ronald Reagan instead.

When this comic originally ran, I simply referred to those two as the Uncle Sams. I think I'll refer to the one in blue stripes as Uncle Sam and the one in red stripes as Brother Jonathan.
